NOTICE OF CITY COUNCIL MEETING OF THE CITY COUNCIL
OF THE CITY OF RICHFIELD
SEVIER COUNTY, UTAH

Pursuant to §52-4-6(2), UCA, notice is hereby given that the City Council of Richfield City, Sevier County, Utah, will hold a regular council meeting on Tuesday, May 26, 2026, in the Council Chambers, Richfield City Center, 75 East Center Street, commencing at 7:00 p.m. The agenda shall be as follows: ( The agenda may be accelerated, or line items may be discussed in any order.)

  5. MINUTES APPROVED – Consider a motion to approve the minutes of the meeting held on May 12, 2026.

  7. BUSINESS
    a. Public hearing to receive comments on a proposed zone change by applicant Corey Winkle for property located at approximately 700 E and 1170 N, in Richfield, Utah (parcels 1-2-109 and 1-2-92). It is proposed to change 8.62 acres from the current RR-1 to R1-10.
    b. Public hearing to receive comments on a proposed zone change by property owner Tim Hunt at approximately 30 N Crestview Drive, in Richfield, Utah (parcel number 3-9-11). It is proposed to change 0.15 acres from the current R1-10 zone to R1-6 zone.
    c. Planning Commission Report
    d. Rise Services, Inc., to request a conditional use for the use of two homes located at 888 N. Indian Hills Drive and 554 West 1000 South to operate as Residential Facilities for Persons with a Disability (a C-2 Use in an R1-10 Zone).
    e. Consider approving a development agreement for Cove View Village on behalf of Jared Cefalia.
    f. Consider adopting Annexation Ordinance 2026-2 and Notice of Boundary Adjustments, annexing the property located at approximately 650 East 1260 North owned by Corey J. & Teresa A. Winkel, Trustees, zoning said property low-density residential (R1-10).
    g. Consider adopting Annexation Ordinance 2026-3 and Notice of Boundary Adjustments, annexing the property located at approximately 1000 West 1800 South owned by Engberson Family Trust, zoning said property low-density residential (R1-10).
    h. John Draper and Mitch Dickinson to request the City’s participation in a project to install a taxiway, water line, sewer line, geo tech report, etc., to service a new hangar on the north end of the airport for the Utah Forestry and Fire.
    i. Consider approving an agreement with UORG accepting a grant for the Pahvant MTB Trailhead Parking Expansion.
    j. Consider approving an agreement with UORG accepting a grant for the Paved Pathway Restoration to redo the asphalt on the bike/walking path from Main Street to 300 West.
    k. Finance Director Rob Jenson to present a Proposed Property Tax Impact Schedule for a proposed property tax increase of $500,000 to cover inflationary costs in all departments.
    l. Consider adopting the tentative budget for fiscal year 2026/27, including a proposed property tax increase of $500,000 as discussed in the Property Tax Impact Schedule to cover inflationary costs across all departments, and consider setting a public hearing on the tentative budget for June 9, 2026, at 7 pm.
